In Bishkek on May 13, 2025 and in Osh on May 14, 2025, a conference “Promoting Energy Efficiency Issues in Buildings in the Kyrgyz Republic” was held, organized by UNISON Group jointly with the Ozone Center of Kyrgyzstan under the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic.
The event was held in order to facilitate the implementation of the strategic objectives of the Kyrgyz Republic in the field of increasing the energy efficiency of buildings, reducing the energy intensity of the economy and strengthening energy security.
The discussion brought together about 150 participants, including representatives of the Ministry of Energy of the Kyrgyz Republic, the Ministry of Architecture, Construction and Housing and Public Utilities of the Kyrgyz Republic, the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic, leading architects and designers, civil engineers, energy auditors, etc.
The conference discussed state strategies, programs and standards in the field of energy saving, efficient technical cooling systems and design approaches, the experience of implementing the green building approach in EU countries using the example of EU directives, the development of energy certification of buildings and access to quality services, strengthening the institutional development and legislative framework for energy efficiency and energy saving in Kyrgyzstan, etc.
In addition, a separate session was held with an international expert on energy audits from Italy - Laurent Sokal, and an international expert on buildings from Slovakia - Jana Benzhalova.
"Existing standards require updating in accordance with international standards. In the housing and public utilities sector, there is an overconsumption of energy resources - gas, water and heat. Energy consumption per 1 m² per year in Kyrgyzstan is 450-650 kW versus 100-150 kW in Europe. Thermal renovation of buildings and modernization of structures are necessary to reduce losses,” said Deputy Minister of Natural Resources Mirslav Amankulov.
“There is no law on heat supply and a long-term strategy for its development in Kyrgyzstan. To improve the situation, it is necessary to create an energy efficiency agency and an energy saving fund, increase the potential of government agencies, train personnel, inform the population and support measures for the private sector,” said UNISON Group President Nurzat Abdyrasulova.
A resolution was adopted following the conference, containing specific recommendations for government agencies, the business community and international partners.
The conference was held within the framework of the project “Availability of high-quality consulting services on energy efficiency”, supported by the IKI small grants program, part of the International Climate Initiative. The project is funded by the Federal Ministry for Economic Affairs and Climate Action (BMWK) and the German Federal Foreign Office (AA) and is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
